ආණ්ඩුවේ බොරු වහගන්න ‘ලංකා නිවුස් වෙබ් ටුඩේ’ තහනම් කළා… මාධ්‍ය මර්ධනය ආණ්ඩුවේ ප්‍රධාන ප්‍ර‍තිපත්තියක් වෙලා

මීට ටික කලකට පෙර ආණ්ඩුවේ අණ පරිදි විදුලි සංදේශ නියාමන කොමිසම විසින් ‘ලංකා නිවුස් වෙබ්  ටුඩේ’ නැමති ආණ්ඩුව පිළිබද විවේචනාත්මක අදහස් පල කල වෙබ් අඩවිය තහනම් කිරිමට් කටයුතු කලබවත් ජනතාවගේ අවධානය අයවැය හා ව්‍යවස්ථා සංශෝධන කෙරෙහි යොමු වී තිබෙන අතරතුර ආණ්ඩුව දැවැන්ත මාධ්‍ය මර්ධනයක් දියත් කර ඇති බවත් සදහන් කරමින් ආණ්ඩුවේ මාධ්‍ය මර්ධනය පිළිබඳව නිවේදනයක් නිකුත් කරමින් හිටපු ජනපති මහින්ද රාජපක්ෂ මහතා පවසනවා.

ආණ්ඩුවේ මාධ්‍ය මර්ධනය

ජනතාවගේ අවධානය අයවැය හා ව්‍යවස්ථා සංශෝධන කෙරෙහි යොමු වී තිබෙන අතරතුර ආණ්ඩුව දැවැන්ත මාධ්‍ය මර්ධනයක් දියත් කර ඇත. පසුගිය සිකුරාදා ජනමාධ්‍ය අමාත්‍යංශයේ ලේකම්වරයා විසින් ජනාධිපතිවරයාගේ කතාවක් විකෘති කර විකාශනය කිරීම සම්බන්ධයෙන් ‘තවත් ඉදිරි පියවර ගැනීමට පෙර’ කරුණු දක්වන්නයි දෙරණ රූපවාහිනි නාලිකාවට නියෝග කර ඇත. 

ඉකුත් ඔක්තෝබර් 25 වන දා මෙම නිලධාරියාම ජනාධිපතිරයාගේ මේ කතාව විකෘති කිරීම සම්බන්ධයෙන් විමර්ශණයක් පැවැත්වෙන බව දෙරණ නාලිකාවට ලිඛිතව දැනුම් දී තිබුණි. මෙහිදී විකෘති කරන ලද කතාව වශයෙන් අදහස් වන්නේ CID, FCID හා අල්ලස් කොමිසම දේශපාලන න්‍යාය පත්‍ර‍කට අනුව වැඩකරන බවත්, හිටපු ආරක්‍ෂක ලේකම්වරයා හා හිටපු හමුදාපතිවරුන් තිදෙනෙකු උසාවියට ‘දක්කාගෙන’ ගිය ආකාරය තමා අනුමත නොකර බවත් කියමින් ජනාධිපතිවරයා ශ්‍රී ලංකා පදනම් ආයතන ශ්‍ර‍වනාගාරයේ උත්සවයකදී ඔක්තෝබර් 12 වන දින කල කතාවය.

ජනමාධ්‍ය අමාත්‍යංශ ලේකම්වරයාගේ මුල් ලිපිය ලැබූ දිනට පසු දිනම එනම් ඔක්තෝබර් 26 වැනිදා දෙරණ නාලිකාව පිළිතුරු ලියමින් පවසා සිටියේ ලෝකයේ ඕනෑම රටක ප්‍ර‍වෘත්ති විකාශනයකදී විනාඩි 30 ක හෝ 45 ක කතාවකින් විකාශනය වන්නේ විනාඩි 01ක් හෝ 02ක් බවත් ඔවුන් එදා විකාශනය කල කථාවේ කොටස එදිනම ජනාධිපති මාධ්‍ය අංශය විසින් නිකුත් කරන ලද මාධ්‍ය නිවේදනයක අන්තර්ගතය සමගද සම්පූණයෙන්ම ගැලපෙන බවයි. මෙවන් කරුණු දැක්වීමක් කර තිබියදීත්, ජනමාධ්‍ය අමාත්‍යංශ ලේකම්වරයා නැවත වතාවක් දෙරණ නාලිකාවෙන් නිදහසට කරුණු විමසා ඇත.

දෙරණ නාලිකාවට මේ සම්බන්ධයෙන් මුල් ලිපිය යැවූ දිනයේම, එනම් ඔක්තෝබර් 25 වැනි දා ජනමාධ්‍ය අමාත්‍යංශ ලේකම්වරයා CSN නාලිකාවටද ඔවුන්ගේ විකාශන බලපත්‍ර‍ අහෝසි කරමින් ලිපියක් නිකුත් කර තිබුණි. එම ලිපියේ CSN නාලිකාවට එල්ල කර තිබූ චෝදනා තුන වූයේ ජනමාධ්‍ය අමාත්‍යංශයට නොදන්වා ආයතනයේ ලිපිනය වෙනස් කිරීම, එහි අධ්‍යක්‍ෂ වරුන් දේශපාලන පක්‍ෂකයක සාමාජිකයන් වීම හා නාලිකාවේ වාර්ෂික ගිණුම් සෑම වසරකම ජනවාරි 14 වෙනි දාට පෙර අමාත්‍යංශයට ලබා නොදීම යන්නයි. 

ආරම්භයේ සිටම තම ලිපිනය වෙනස්කොට නැති බවත්, තම වර්ථමාන හෝ අතීත අධ්‍යක්‍ෂවරුන් කිසිම දේශපාලන පක්‍ෂයක සාමාජිකයන් නොවන බවත්, කිසිම මාධ්‍ය ආයතනයක් තම වාර්ෂික ගිණුම් වාර්ථා මාධ්‍ය අමාත්‍යංශයට ලබා නොදෙන බවත් කියමින් CSN නාලිකාව මේ සියළුම චෝදනා ප්‍ර‍තික්‍ෂේප කර ඇත. මේ කිසිම චෝදනාවක් රූපවාහිනී නාලිකාවක විකාශන බලපත්‍ර‍ය අහෝසි කිරීමට තරම් බරපතල නොවන බව ඕනෑම කෙනෙකුට වැටහේ. 

ජනමාධ්‍ය අමාත්‍යංශයේ ලේකම්වරයා CSN නාලිකාවට එවන ලද ලිපියේ එම ආයතනයට විරුද්ධව විමර්ශණයක් කර ඇති බවට සදහන් වුවද, තම ආයතනයේ කිසිදු අධ්‍යක්‍ෂකවරයෙකු හෝ සේවකයෙකු එවන් විමර්ශනයකට කැදවා නැති බව CSN නාලිකාව මාධ්‍යයට පවසා ඇත. මීට ටික කලකට පෙර ආණ්ඩුවේ අණ පරිදි විදුලි සංදේශ නියාමන කොමිසම විසින් ‘ලංකා නිවුස් වෙබ්  ටුඩේ’ නැමති ආණ්ඩුව පිළිබද විවේචනාත්මක අදහස් පල කල වෙබ් අඩවිය තහනම් කරන ලදී. 

ආණ්ඩුව පිළිබද විවේචනාත්මක අදහස් තම පුද්ගලික ෆේස්බුක් පිටුවල ප්‍ර‍කාශ කරන තරුණයන් ගණනාවක් මේ පාලකයන් අත්අඩංගුවට ගෙන බන්ධනාගාරගත කර ඇත. එක් අවස්ථාවකදී තම ෆේස්බුක් ගිණුමේ ජනාධිපතිවරයාට විරුද්ධව මරණ තර්ජන කරා යැයි කියා පිටරට සිට ආපසු එන තරුණයෙකු ගුවන් තොටුපොලේදීම අත්අඩංගුවට ගනු ලැබිණි. 

ජනාධිපතිවරයාව විවේචනය කරමින් තම ෆේස්බුක් ගිණුමේ අදහස් ප්‍ර‍කාශ කරා යැයි කියා අත්අඩංගුවට ගෙන බන්ධනාගාරගත කල අය අතර දකුණු පළාත් සභාවේ නියෝජ්‍ය සභාපති සම්පත් අතුකෝරළද වෙයි. මේ සියල්ල කරනු ලබන්නේ ආණ්ඩුවට අවාසිදායක පුවත් මාධ්‍ය හරහා පලවීම වැලැක්වීමටත් තම පුද්ගලික ෆේස්බුක් පිටවේ වුවද ආණ්ඩුව ගැන විවේචනාත්මක අදහසක් පල කිරීමට මැලිවන තැනට මේ රටේ තරුණ තරුණියන් බිය වැද්දවීමටයි. 

අගමැතිවරයා මාධ්‍ය ආයතන හා මාධ්‍යවේදීන් නම් කරමින් ප්‍ර‍සිද්ධියේ තර්ජනය කරන හැටි මුළු රටම දැක ඇත. දෙරණ නාලිකාවටත් CSN නාලිකාවටත් ගෙන තිබෙන පියවර වලින් මෙම තර්ජන දැන් ක්‍රියාත්මක වන බව අපට පෙනේ. පසුගිය සෙනසුරාදා ජනාධිපතිවරයාද පාර්ලිමේන්තුවට පැමිණ සිටියදී මාධ්‍ය තම පාලනය යටතට ගැනීමේ වැදගත්කම අගමැතිවරයා නැවත වතාවක් අවධාරණය කල අකාරය මුළු රටම දුටුවේය.

මාධ්‍ය මර්ධනය දැන් ආණ්ඩුවේ ප්‍රධාන ප්‍ර‍තිපත්තියක් බවට පත් වී ඇත. ආණ්ඩු විරෝධී උද්ගෝශනයක් නැති දවසක් අද නැත. ආණ්ඩුව දිගින් දිගමට කල් දමා ඇති පලාත් පාලන ආයතන ඡන්දය නොපවත්වන්නේ ද පරාජයට ඇති බිය නිසාය. මොවුන් මාධ්‍ය බිය වද්දා මෙල්ල කර ගැනීමට උත්සාහ දරන්නේ රටේ සිදුවන දේවල් ජනතාවට දැනගැනීම වැලැක්වීමටය. මේ ආකාරයට මාධ්‍ය මර්ධය කොට ප්‍ර‍ජාතන්ත්‍ර‍වාදයේ ඉතුරු නෂ්ඨාවශේෂයත් සුණුවිසුණු කිරීමට ගෙන යන මේ දුෂ්ඨ වැඩපිළිවෙල අපි හෙළා දකිමු.

MEDIA RELEASE
Repression of the Media

While the people’s attention remains focused on the budget and on constitutional reform, the government has launched repression against the media. The secretary to the media ministry wrote to Derana TV last Friday asking them to explain the alleged distortion of a speech made by the president in one of their news bulletins before ‘further action’ is taken against the news channel. 

Earlier, on 25 October, the same official had written to Derana TV informing them that an inquiry is being conducted into this matter. The speech referred to was the one made by the president on 12 October at the Sri Lanka Foundation Institute where he had said among other things that the CID, FCID and Bribery Commission were working to a political agenda and that he was opposed to the manner in which the former defence secretary and three commanders of the navy were taken to courts.

The very next day on 26 October, Derana TV had replied to the media ministry saying that in any TV news bulletin anywhere in the world, only a one or two minute segment of a  speech lasting 30 or 45 minutes would be broadcast. They had also pointed out that there was no difference between the segment of the speech they had broadcast and the content of a statement issued by the presidential media division on the same day. Despite this response, the media ministry secretary has once again called for an explanation from  Derana TV.

On 25 October the same day on which Derana TV was informed that an inquiry was being made against them, the media ministry secretary issued a letter revoking the broadcasting license of the CSN Channel. The three charges made against CSN was that the change of address of the channel had not been notified to the media ministry, that directors of the channel were members of a political party and that the annual accounts of the channel had not been filed with the media ministry. 

CSN has rejected all three charges stating that their address has remained the same since the inception, that none of their directors past or present had been a member of a political party and that annual accounts are not submitted to the media ministry by any media organisation. In any case, none of the charges made against CSN can justify an action as serious as the revocation of a broadcasting license.

Even though  the letter sent to CSN by the media ministry secretary had stated that an inquiry had been held, CSN has informed the media that none of their directors or employees had been called for an inquiry.  Some time ago, a website critical of the government called ‘Lanka News Web Today’ was blocked by the Telecommunications Regulatory Commission. This government has arrested and jailed several young people for making posts critical of the government in their face book accounts.  

On one occasion a youth returning from overseas was arrested at the airport for allegedly making death threats against the president on his face book account.  One of those arrested and jailed for making face book posts critical of the president was the deputy chairman of the Southern Provincial Council Sampath Atukorale. All this is a part of a concerted effort to prevent the media from reporting anything detrimental to the government and to strike fear into young people so that they will not share critical thoughts about the government even on their private face book pages. 

The people have seen the manner in which the prime minister routinely issues threats to media organisations and to individual journalists. The action taken against Derana TV and CSN shows that the government has started following through with those threats. Last Saturday, the prime minister speaking in parliament in the presence of the President once again stressed the need to bring the media under their control.

Media repression is now a cornerstone of this government’s policy.  Not a day goes by without a major demonstration against the government. The government is avoiding holding the long overdue local government elections due to the fear of defeat. They are now trying to intimidate and control the media so as to prevent the people from being informed about what is going on in the country. We unreservedly condemn this attempt to stifle the media and to destroy the last vestiges of democracy in this country.
